Budget affiliated with Tracker

I requested new cover for my new car, after setting up the policy I was advised of a benefit in which a tracking device will be installed and I will receive full assistance from AA. I advised the agent at Budget to please request that they call me to have the device added to my vehicle. The following day I received a call from Tracker stating they are affiliated with Budget and they would like to install the device to have my AA benefit activated. We completed the installation. A few days later I receive an SMS from Budget stating they need my tracking certificate. I call into Budget and request the details of where I can send this to. I also ask why are they not in communication with the tracking company as they are affiliated. The agent proceeds to tell me they are not affiliated with them and I do not qualify for the benefit. Keep in mind all of this is on a recorded line. Now I have two contracts. 1 with budget and 1 with tracker. How did Tracker say they are affiliated and get my details from budget and then a later call state that they are not affiliated.
