Access money from insurance never paid

<p>Good day</p> <p>My name is Martn Mokgoatjana. My ID NO: 810 ********** 084. In 2009 I bought VW Golf from VW Dealership in Middelburg , Mpumalanga Provice, South Africa. Within two months I was involved in an accident where the order driver was wrong. Budget Insurance that covered me at the time, told to access of R7000 to replace my car since it was written off. They promised to they will recover the from the third party but after so many years nothing happened. I phoned them in 2013 and they told me that the other dirver has not paid them since. Can they pay me since I was their client at the time and they deal with third party?</p> <p> </p>
