REFUND REFUSED ON CANCELLED FLIGHT

I was booked on SAA at 06:00 from PE to Durban but the flight was delayed. As I urgently needed to be in Durban, I booked a later flight on SAA at 11:45 through Budgetair. The earlier flight was subsequently cancelled and passengers transferred to the later flight. This meant that I was now double-booked on the later flight. SAA was needing seats for stranded passengers and requested that I cancel the three later tickets for which I would then be refunded. Budgetair is now refusing to refund me on these three flights. It is proving impossible to contact anyone from Budgetair via telephone.
