Bad finance business

Good day today I was one of the unlacky concumers.i paid 2000 rand for legal fees and shortly after that they wanted me to pay another 1500 for banking fees.i stopped the whole transaction but still have to pay 950 to get my own money back.what I would like too know why is this finance institute not been shutdown yet.
