Bad bad service

My daughter attended this college in Johannesburg campus. She started in 2016 June till 2018 June. She was studying diploma in Policing. It's a two year course.I paid the fees which were close to 40000 something thousand but still today she hasn't received her certificate. We have been there several times, they keep on giving us excuses ,that sasseta is still printing the certificate. I want a refund. It's been a long time since we've been waiting.
