No delivery of IELTS test results

My wife Surika Grobler wrote the standard IELTS English test on the 30th of June at their Johannesburg centre. After 3 months she has however, still not received her test results and every inquiry is met with utter incompetence on the part of the British Council. Repeated phone calls have yielded nothing even though timeous delivery of the test result certificate is suppose to be standard practice.
