IELTS ***** for South Africans

If you are South African you will never get more than 6.5 for the written. I scored a 9 for the written in 2003 but suddenly I can never get more than 6.5.

Their examiner told me in person it's their way of keeping South Africans from emigrating to their country. TOEFL scores almost 100% for all four sections.
