Bright sun Solar bad batteries

I bought 13 Kwh Lithium batteries for solar system online afrer a few days only 1 battery was delivered when The package was unpacked 1 6kw battery was supp**** which was a used battery which had been repainted, I contacted them and informeed them of the situation they offered to rectify the situation but I told them that I was not interested in used batteries.They have since promised a refund which has thus far not been forthcoming.
