Nice guy, bad business ethics and false promises

Such a pity, such a nice guy, did the job well cant complain. Problem is, once he received the full payment, its about 3 months now and no certificate of compliance (COC). It was promised, never received and if anything happens to my house, it could be an insurance nightmare. I used guys that installed compliant electrics, which it probably is, but because they have full payment, they seem to feel they no longer need to provide it. Unfortunately im serving them to court. He will get his day.
