Faulty tires

So last year November I spent a bit of money on 5 new Deulers for my Fortuner, this was the last to be done as I have replaced the shocks and brakes, tires have been on and have done about 12 000 kms. Since day one I have not been happy with the ride seeing as the car has been shaking and is unstable on the road. Tires have been balanced numerous times (Supa Quick) to sort the balancing for a comfortable ride but to no avail, for a last attempt I took it through to a tire place (Aero City) last week and was told the tires have flat spots on..

MY question is how can brand new tires have flat spots on, they have only been used on tar and in daily use.

Worst decision to put Bridgestones on my car
