lack of maintanance

im currently renting a flat from bregan properties/ prop cloud am not even sure if its the same things or not, im renting a place from them for 3700 I started staying there from the 1st of feb 2015 and im about to renew my contract and nothing has ever been fixed in that flat ever since I moved in. and ive been communicating with bregan for months and all they do is promise me that someone from their maintenance will call me to make an appointment but no one has set foot there. they cant maintain their building so how can they maintain a single flat. right now my rent its increasing from 3700 to 4030 and im staying in a dirty non maintained building. im even starting to pay for water and Im told that I need to pay 550 to activate my water. bregan cant maintain their building all they do is promise people something and never keep their promise. I need bregan to keep their part of the bargain, maintaining the building and fixing our flats
