Shocking deal from second hand dealership tantamount to theft!

Shocking service! My partner bought a car there THREE MONTHS AGO. It has not worked since leaving this dealership. They have given him the run around for THREE MONTHS. Saying they need this part and that part and it will be fixed by Monday or Wednesday or ready by the weekend and and and for THREE MONTHS!!!!! Being fixed by their local machanic Paul! Currently we do not even know where the car is!!! Eventually manage to get the owner of the businesses telephone number and he actually had the fall to ask "How did you get my number?" On top of "you wrote a terrible review on my page so why should I do anything about it" They claim it was voets toets and legally we know that doesn't fly. My partner owned this car /had it for ONE DAY since paying cash for it!!!!! He has payed for parts that the machanic Paul lost as well as breaking the power steering amongst other things!!! HOW DO THEY GET AWAY WITH THIS????? The owner has since told my partner to remove the comment on his FB page and then talk to him. He also claimed that he (the owner of the establishment) can't help what his employees told my partner and it's not his problem. This despite his workers telling my partner that "the boss" will sort it out. So literally my partner has lost R35 000 ON THE SPOT!!!! Surely he cannot get away with this????? Please can someone guide us in the right direction as I FAIL TO SEE HOW SOMEONE CAN JUST GET AWAY WITH THIS?
