Unfair minimum purchase price

Please kindly assist, a BP in Phumula Germiston area tells customers that they must spend R30 if they want to use a card facility. This is an unfair practice to increase BPs revenue and save on bank charges at the expense of the community. Please check the area around its low income earners and this rule I find it very unfair. May I please be assisted in resolving this.
