Lack of Staff During Rush Hour

I went to the BP garage by the Beyers Naude off-ramp on the N1 North to have my tires checked. When I arrived, I waited about 5 minutes for an attendant to come to me. I asked him to check the tires and while he was unreeling the air pump, he retracts it and goes off to help another customer who arrived after me. But on his way there he quickly finishes up with another customer. There was another attendant in front of me pumping a car's tires in front of me who saw I've been waiting and he goes to attend to another car who only just arrived. I took a look around the pumps and saw it was only these two attendants on the floor trying to keep up with the morning rush hour. I sat there for close to 15 minutes and still got no service along with around 7 other cars waiting to be serviced. How can a filling station only have 2 attendants on the floor during morning peak hour? I've been to this filling station before in the mornings and they have always been fully staffed, so there's no excuse for this!
