Authorization to use First Aid Kit, while a person is dying

Between 12:30 &1pm on the 05th of October 2019, we pulled into BP garage service station along Corlette drive before Wanders stadium, we found two guys fighting and stabbing each other one guy who was badly stabbed eventually fell due to bleeding, I asked the petrol attendant to assist with First Aid Kit he said there was however in order for him to use it he must get authorization. I went to the others and they all gave me the same statement, and all the people who pulled up had no first aid kit in their cars . We had to leave because we couldn't help. Am angry that a stupid process has been put in place which clearly does not save a life. If there was a proper process I am pretty sure the guys were going to complete an incident report and also for Management to review the footage should they not trust the staff. I am disappointed, disgusted and i will never ever set my foot at that filling station and I will sure tell other people of my experience and not to go there
