Cheque refund

I have been sending Ekurhuleni e-mails to get my refund from july, Finally on 8/10/2015 they wrote a cheque for my refund but it was addressed to my arttoneys that i used to sell my house. I Called on the 2/11/2015 to find out why they did not collect the cheque at Ekurhuleni Nadia Joubert advised that the cheque had not been drawn in their name yet so they could not collect it. I again called on the 4th she then advised me that she had recieved my cheque i will have to wait for 7days. Today 05/11/2015 i called to get more clarification then she told me the cheques collected were from germiston and not boksburg i should call to find out tommorow. Problem is i have waited for to long for this refund i owe the bank money and need to register my child at school a few more days is too much especially since the cheque was drawn on the 8th it is almost a month now.please help
