unreliable and no real customer care

This is the second time I am having a problem with a service provider advertised on bookings.com. booked a stay at The Waterfront Village in Cape Town. The facility has no back up power supply to counter the load shedding in this country. This was not mentioned in the advert. The wifi is not working. They provide emergency lights (two small torches) that are not working. I am on a business trip and obviously need the utilities to work. THIS IS NOT ON. I paid a fair price for this place and now am stuck.
