Unhappy customer

Friday morning, I made a booking for Germany, via booking .com later in the afternoon, I tried to cancel it because of some changes.

and they told me they going to cancel and take all the money, R11869.09 But even if we must penalty fee how come is 100%?

Its warring me because I have been doing business with them, and never experience this problem
