They don't want to refund me

I used booking.com to book for a guesthouse in Tzaneen. Douglas Villas, I arrived late and the owner told me to cancel the booking, of which I did and was told I'll get my refund. I have been calling the owner and booking.com for my refund. They just run around. No one is willing to assist me.
