Refusal to refund

I made a booking and which I unfortunately had to cancel. I did the cancelation within an hour of booking, but booking.com refused to refund me because of some unfair cancelation policy. When I contacted them they said I should contact the hotel and get approval from them, which I did, but booking.com still refused to cancel because they said the booking was non-refundable.
