Please refund me

I booked at Blue waters on the 31st of march 2021. And made a cancellation of booking on the same day due to unforseen circumstances. When cancellatiion made was notified that i will be charged about R1700 for cancellation fee and i was given an option to waive a fee. I requested to waive a fee and booking.com said they will notify the property and i will get response within 48hrs. On the 2nd April still no response about waiving the fee, i decided to call the property and they said they cant help me since they dont deal with online booking i should communicate with booking.com. I decided to go ahead with being charged R1700 for cancellation since i am being taken up and down. After processing the cancellation, i was notified that i wont get any refund of the money paid about R4100. I did mind losing portion of the money paid but not the whole money payed. I am kindly asking for the refund please
