Not Paying back refund

My son booked 2 air tickets with Ethiopian Airways through booking.com. He then asked to refund one ticket. I cannot get an answer from booking regarding his refund. I have been told to wait between 10 to 15 workdays for the refund. It's now been more than a month and still waiting. Will never book through them again
