Non existence of property booked at

I've made a booking for 3 bedrooms at Sea Point Promonade in Sea Point (Cape Town) and indicated late arrival as we were coming down from Eastern Cape. The place is non existing and because we arrived round about 2 AM with no answer on the phone that was listed we looked for an alternative place to sleep. In the morning, I called the call center to request for working number as we booked for 3 days they gave me the same number, and when I went for reviews the place is non existing and it has been reported but booking.com did not remove it on their listing. To cut the long story short they don't want to refund me now because the place was existing when I booked it was removed few days after my booking. The consultant I spoke with on the first day he promises to refund as they also don't get hold of the property within 7 to 14 working days.
