No assistance from Booking.com - Holiday Inn Express, Washington DC, Downtown

I made a booking using booking.com for accommodation including breakfast at Holiday Inn Express, Washington DC, Downtown. When I arrived at the hotel I was advised that breakfast will not be served. When I queried why the front desk lady name Sade was very rude (as if she is doing me a favor to stay at this hotel.) She advised that booking.com was advised that breakfast was closed and will not be served. The notification she showed me was dated 8/12/23. Booking.com added a coment to my confirmation on the website the day before I arrived at the hotel. As I was already traveling since the 20/12/23 and already had the confirmation of my booking did not go into my booking on the website again. Sade (the hotel front desk) advised that I can cancel my booking for a full refund if I wanted to cancel. I canceled due to no breakfast on offer and a full refund confirmation. I had to hunt down another hotel which inconvenienced me and my family. I contacted booking.com as this was there error in not sending me an email well in advance to cancel my booking at Holiday Inn Express, Washington DC, Downtown. Which was not cheap. I however did not receive a full refund and a cancelation fee was charged due to me canceling on the very day. Booking.com is now dies not want to assist me and advised that the establishment make there own rules and I need to take it up with the hotel. This is totally unacceptable and I am disgusted with the service I am receiving from Booking.com. I have booked several times with booking.com and never encountered an experience like this and the fact they Booking.com does not want to assist with this issue. This hotel is on there vendor list and booking.com is vouching for any person to use this accommodation. Going on holiday and booking with booking.com one expects assistance when thing are not going according to plan. Once again this was the error of booking.com not emailing me or advising me in time regarding Breakfast being cancelled. I would then have had enough time before going on holiday to cancel my booking at Holiday Inn Express, Washington DC, Downtown. I am now out of pocket and all booking.com can say is sorry you need to take it up with the establishment. Totally disgusted!
