Misinformation about the hotel setup

I travelled to Welkom in Free State and booked at Abecor hotel through booking.com, when I arrived at the place, I found that they have a tarven that was playing music so loud we had to scream to have a conversation as it’s right next to the reception, it doesn’t feel safe at al, I opted not to sleep over and the reception guy told me that they cannot refund me, they failed to mention all the details that might affect my stay and when I pointed them out they just shrugged and said I won’t be refunded, I would like to have my refund back as I did not sleep at the venue.
