Bookings.com refund renegation

Bookings.com does not hold owners of property that renegade on an accommodation booking. I booked at Oliphant Luxuries and the owner ignored my calls on arrival and now Bookings and the owner refuse to refund me as I was forced to cancel the booking as access to property was not granted.
