Booking.com Theft

Back in November there was a duplicate payment, received a email saying it would be refunded. Have made numerous calls, keep getting a ref number for the refund but nothing gets done. The last call regards this they called the guesthouse and instructed them to pay. Very frustrating and basic theft.
