Booking.com and Paragon Crescent Suites not refunding deposit.

Made a Booking and payment for Paragon Crescent Suites, and canceled it within 15 minutes because I heard that the friends going to Windhoek already made another booking. Received a mail from booking.com saying that the booking was canceled cost free because it was so quick. Here comes the kicker, I never received my N$1650-00 back, wrote numerous e-mails to booking.com as well as Paragon Crescent Suites...nothing, nada, not even an answer to my e-mail. Theft..... so beware!!!!!!!
