why cant bonitas lift my suspension

This morning i went to the docter only to find that my medical aid was suspended when i phoned them the concultant told me my account is short paid by R70 when i asked him can they plz lift my suspension he spoke to a lady in accounts Raylene and she told him they cant lift my suspension i must first pay my arrears i have been on this medical aid for 2 years and i over paid on my account about 2 moths ago and they didnt refund me the money .this is unacceplable to me what if this was a emergency ?so a persons life can be at danger and you guys wont help over R70 i am going to rather going to get a new medical aid that is going to help me when my help is needed the ref for my call os 030815qdyyld and the second ref is 040 815 qdyzk0 never did i thought i would get such poor service from a well known medical aid im shocked realy ....
