TAKING TOO LONG TO JOIN MEDICAL AID

I have submitted formsfor medical aid for my student sister last year Oct already<br> I was asked to send bank statements and student cards and in Jan i was under the impression its all resolved and shes covered by a medical aid<br> Now i get requested to send it again ?<br> And would like to know does it take a year to join because then i need to find another medical aid
