Savings Refund Not paid, its a new month now

Complaining in this platform its useless because your complain is treated like a normal enquiry. I submitted documents last month on the 09th, next week friday it will be a month without getting my refund. requesting certified documents is their delay tactics, you send them what they want they keep on saying documents not certified please certify, how many times must I certify, the whole document must have stamps?
