Savings refund

Still waiting for my saving refund they said they will payments will be done in May still nothing I sent them all the necessary documents they required but still nothing I called them and they told me I need to send them bank statement that is certified by commissioner of oath which is something I never had before that bank statement need to be certified..I sent them more than five documents telling them that I can't certified the bank statement is not allowed at the police station even post office but still I have 3 ref number from them regarding my saving refund but even today nothing. I'm very disappointed
