Run around given regarding additional funds

I have a 2 year old son who was born prematurely and now having delayed milestones. He has not started walking yet and I have taken him to various doctors. A neurologist suggested that he goes for physio and occupational therapies. Bonitas advised they need a report from a doctor so they can approve additional funds for the therapy sessions. I mailed the report from neurologist on 20/10/17 and after not hearing from them on 13/11/17 I called to find out what was causing the delay. I was given a reference again for escalation purposes. Today 17/11/17 I received feedback that an ICD10 code, tariff codes and number of sessions. I do not have this infomation as I was advised by a consultant from Bonitas that the report is not supposed to come from the the******s. How do I get these code and number of sessions when the child has not seen the the******s. The number of sessions cannot be determined as my son is 2 year old but cannot walk. How will I know how many sessions will help him walk? I'm extremely upset as this has been dragging for over 2 months now.
