Referal from a GP to a Specialist

I have been dealing with the same Specialist from March 2017, I was referred by my GP, the specialist has been treating me for the same condition up and till now, I have seen him about 3 or 4 times and was hospitalised once, never once did I have a problem till now, they are requesting that I need to see the GP before seeing the specialist even though I'm still under his treatment, which means I have to pay the GP to tell its ok to see the Specialist so that he can go forward and do the operation.
