Policies make no sense

I have 2 children on chronic meds. Both fall under a specialist. The meds require a new script every 6 months. The specialist is not allowed to write a new script without examining them. It therefore appears logical to send them directly to the specialist every 6 months, without a GP referal. When I submit the specialist invoice, Bonitas refuse to pay as I don't have a referal.
