Penalty fees for late joining of added dependent

I added my husband as a dependent to my medical aid 3/12/2015. I was informed that no penalty will be charged for late joining as he was a member of other medical aids for more than 36 years. The recent one being Bonitas. Membership was terminated 28/2/2015. I should mention that nowhere in the rules and regulations of Bonitas prospectus is mentioned made of late joining penalty fees or a cut-off date for adding a dependent. <br> To my dismay when I received my January 2016 payslip an amount of R10102 was deducted from my salary for medical aid. I was told by my employer the contributions were for the month of December and January and the penalty fees charged by Bonitas are for late joining of my husband. I phoned Bonitas to find out why they charging me a penalty fee of R2233. I was told I would be charged a penalty fee of R1116.66 every month for as long as my husband is a dependent on my medical aid. My initial contribution was supposed to have been R5006 but is now R6904. I find this ludicrous and want to know how they can charge me a penalty fee every month. Please help.
