Certificate of membership means nothing

From December 2014, I have been paying a premium of R485 for my wife and child. Since my wife is unemployed she qualifies for this bracket. January she was asked to submit some documents just to confirm that she still qualifies for this bracket. The documents were sent and she was even issued with a \Certificate of membership"";it was stated by Hloni that this was only available to students but that my wife could sign a deceleration anyway and they will consider weather or not she can fall in that category.
