Bonitas always a problem when paying claims

My son was admitted into hospital for operation on his hand 20 March 2018 post op the doctor instructed that the Physiothe****** see my son in hospital , account was submitted and Bonitas only paid a portion of the claim , you omitted to process modifier code 0006- I asked to have it reprocessed and it was just rejected as a duplicate - I sent in a paper claim , the doctor had to come out - the 21/03/2018 was a public holiday so that is why she charged 0006 Please explain why this is not accepted if it is approved by CMS to charge 006 Where emergency treatment is provided: a. during working hours, and the provision of such treatment requires the practitioner to leave her or his practice to attend to the patient in hospital; or b. after working hours the fee for such visits shall be the total fee plus 50%. For purposes of this rule: a. "emergency treatment" means a bona fide, justifiable emergency physiotherapy procedure, where failure to provide the procedure immediately would result in serious impairment to bodily functions or serious dysfunction of a bodily organ or part, or would place the person's life in serious jeopardy; and b. "working hours" means 8h00 to 17h00, Monday to Friday.
