Incomplete Tattoo

<p>I paid upfront for a sternum tattoo. Dylan was not able to complete it in one session. I scheduled my second session which he cancelled as I arrived for the appointment. I have been in contact begging for him to complete the tattoo (for nearly 2 months), he responded once saying that he is busy. He now ignores my messages.</p>
