Unreasonable and Unreachable bolt

Since I have been applying to be a bolt driver . I have been declined 5 times, it is either my documents are not clear or there is something missing and everytime I attach everything I did finger prints at Postnet and dekra car inspection but still. On Thursday they called and they said they will link the car but Friday morning, I got a decline.
