Theft and extremely poor communication

I forgot my bag in the car. I contacted the driver immediately to ask where we can meet and he promised that he would return the bag after work as he stays in the same neighbourhood as me.He called this morning saying , he will be around after 10 am that I should give him a call. Been calling the number since and it’s not going through, it says I cannot be transferred because I have made too many calls.How is that even a thing when I am trying to recover my items and bolt support is not helping at all…It’s f****d up!!!
