Funds deducted driver no show

I ordered a driver yesterday which need pitched up, but the funds was deducted? No one seems to be able to refund me as there contact number is not made public. I phoned the driver and asked him what is his problem as it showed he was 5minutes away which then turned into 15minutes away. He need showed up at all.
