Extra charging for luggage

I Booked at ride from 11229 Phuthi Daveyton at approximately 8:13am for 2 passengers. On arrival the driver said because I have 2 medium size suitcases and 2 handbags I should of requested a bigger care or must pay extra. When hearing this I said that he must cancel the trip. Very rudely and with an attitude he said "is that the solution" and took off in a speed. Is this paying for luggage the norm for bolt drivers to charge for bags like an aeroplane.
