Driver refusing to pick me up because the road isn't tarred road.

Bolt driver(DD39DBGP) cancelled ride for silly reason ,he was just 7min away but he complains he couldn't proceed with the ride to pick the sick man because my location has no tar road wherereas all cara drive ob the same non tared road....am I supposed to do road construction now for these ehailing cars to pick us up?
