Cancelation fee for nothing

I get charged a 20 rand fee for canceling a driver that was taking way too long, first it's 11 min, then it's 7 minutes then it's 10 minutes again. He was completing a trip nearby and he hadn't even started driving my way yet, so why did I get charged for that? Especially considering he didn't even Start driving my way yet
