Bad driver ethics

The drivers name is Kabelo he drives a white Kia Rio BW 89 VH GP

I requested and the amount was R29 which was a card payment. The driver never came through be started the ride next thing I know I’m told to rate the driver. Money was debited from my account. I posted this on Facebook apparently this is what he does. I still haven’t been refunded and no action was taken towards the driver. I want to know how are they going to Deal with him because he insulted me when I tried calling using the bolt app🤬
