Failure to refund and honour agreement

Paid for transport of an item, which I had to cancel. Agreed in March with owner that I will be refunded in full. After 7 months, still no refund and now at the stage where I get no response regardless of repeated follow up calls and messages. Will definitely not recommend or trust them.
