Refund for service not rendered

I bought a Merc from this dealer early Jan and was quoted for licencing and registration. I later discovered that it was not done and requested a refund from them. They requested proof that I sorted the licencing and registration which I provided to them only to be questioned and the pricing of the department. They are now refusing me a refund and the DP is not responding to the numerous messages that I left for him.
