BMW fountains

i since bought a car 12 months ago from this dealer, 1 year later, the car still has not gone for road worthy testing. now i cannot renew the disc that has expired because the sales guy, made a sale, got his commission and now i no longer matter like i did when i wanted to purchase the car.
