Suspected dishonesty

The auto electrician quoted us R7400 for doing repairs on our van . When we requested him to submit an invoice he submitted an invoice worth R15000 of which he didnt communicate in advance of any additional changes. We revoked the payment of R15k then he adjusted to R7k then he was paid.
